Recently, 24 employees of Dezhou Hengfeng group, including Teng Delong and Guo Xiaoyun, have obtained two certificates, namely, certificate of professional title of assistant engineer and certificate of senior worker's skill level. It is reported that this is the first time for Dezhou City to review and obtain "double certificates" of enterprise employees.

"Not only the salary increased by several hundred yuan, but also got more recognition. We are also compound talents." Teng Delong, a technician in spinning workshop, said excitedly. After graduating from a vocational college six years ago, he entered the enterprise at the age of 28.

Guo Xiaoyun, 33, joined Hengfeng group's former textile workshop as a car stopper in 2009, and later attended adult education in Dezhou University. In the practical operation of "one evaluation and two certificates" skill level appraisal held by the group on September 30, according to the national standard, it is required to complete four back connector tests in 40 seconds. She only took 21 seconds and 55 seconds to complete all tests. She was identified as an excellent level and obtained the "double certificates". The reporter noted that this time, 34 employees of the Group signed up to participate in the "one evaluation and two certificates". Among them, 10 employees failed to pass the practical operation and only got the title certificate.

Li Xiaojian, deputy director of the corporate culture center in charge of personnel work of Hengfeng group, told reporters that due to the lack of independent evaluation mechanism for enterprise talents, only a few of the group's tens of thousands of front-line workers can get the skill level certificate. In addition, they are restricted by their identity, education background and papers, let alone participate in the title evaluation.

Last month, more than 80 people of the group passed the professional title qualification and skill level evaluation organized by Lingcheng district and enterprises. Among them, 24 people have "one evaluation and two certificates" through registration application, practical operation measurement and other procedures, that is to say, they have obtained two certificates at the same time. Both certificates can be recorded and inquired on relevant national and provincial platforms.

This is due to the support of a number of provincial and municipal talent policies. In November 2020, the Provincial Department of human resources and social security issued the implementation opinions on the career development of high skilled personnel and engineering and technical personnel in the field of engineering technology. It is clear that the skilled talents above the first-line production line in the engineering technology field can participate in the evaluation of corresponding engineering titles according to regulations; On the contrary, professionals with the title of assistant engineer or above can also participate in the corresponding vocational skill evaluation. This year, with the approval of provinces and cities, Dezhou Hengfeng group has obtained the qualification of self-evaluation of professional and technical personnel titles at the primary and secondary level and the qualification of self-evaluation of enterprise skilled personnel, and the enterprise has gained more evaluation rights of employment. According to relevant documents, Wang Xiaofei and Li Qiang, excellent representatives of frontline workers of Hengfeng group, have applied for the title of senior engineer and deputy senior engineer respectively according to relevant documents.

Luan Jingfei, director of human resources and social security of Lingcheng District, said that the technology, skills, theory and management of employees are crucial to the development of enterprises. Breaking the boundary between skill evaluation and Title Evaluation and changing the single tree bridge of talent development into an overpass will cultivate and retain more compound talents for enterprises and promote the innovation and development of enterprises. The reporter learned from the human resources and Social Security Department of Dezhou city that at present, there are 10 enterprises in Dezhou City carrying out the pilot project of "one evaluation and two certificates". The evaluation will no longer regard academic qualifications and papers as restrictive conditions, but delegate power to enterprises, and pay more attention to the ability and contribution of transformation and application of scientific and technological achievements, implementation of operating procedures, solving production problems, and participating in technological reform and innovation.
