1. Operation of textile and garment enterprises
There are 71 enterprises in the state of textile and clothing industry, 16 of which are above Designated Size, and 15 have started production of textile and garment enterprises in 1-6 months. The operating rate is 94%, and the output value is 789 million 989 thousand yuan. The industrial added value is 215 million 825 thousand yuan, an increase of 3.9% over the same period, accounting for 14.9% of the total industrial added value of the whole state. It has formed 770 thousand ingot ring spinning (including air spinning), annual processing of 2 million garments, 5 million pairs of slippers, 3 million pairs of net shoes, 5 million 100 thousand square meters of carpet, 120 million meters of medical gauze, 62 million meters of embryo cloth, annual production of 82 million square meters of geomembrane materials, and 2 million production capacity of nonwoven bags.
Two, problems
First, due to the Sino US trade disputes, textile and garment enterprises have not fully released their capacity. Affected by the changes in the upstream market environment of the industrial chain, raw material and cotton yarn prices have declined, cotton yarn orders have been slightly reduced, and some enterprises' inventories have increased.
Two, the development level of textile industry cluster is relatively low, and a relatively complete industrial chain has not yet been established. Cotton spinning enterprises are scattered, small and weak, and are weak in resisting market change risks. Downstream textile products and apparel enterprises are small in scale and lack of radiation from leading enterprises.
Three, the problem of financing and financing is still outstanding. The demand for financing of newly launched enterprises and new landing enterprises has been increasing continuously. The textile and garment enterprises have already run out of working capital, and are affected by the high lending threshold of banks and financial institutions, cumbersome procedures and long loan time.
Four, the cost of employment is increasing year by year. Local employment is affected by factors such as season and concept, and the team is unstable. In the past two years, from the southern Xinjiang to the textile and garment enterprises, the labor force culture level is low, the training cycle is long, the management cost is high, and the labor efficiency is not high.
The five is the difficulty of attracting foreign investment. South Xinjiang has more textile and clothing policies and measures, which, to a certain extent, has affected the difficulty of attracting investment in textile and clothing in Northern Xinjiang.
Three. The next step.
First, intensify efforts in attracting foreign investment. Around the "port economy", relying on the advantages of the Western opening of the Alashankou and the policy advantages of the comprehensive protection area, we must closely develop the industrial and textile industries as the main line, and strengthen close cooperation with the China Textile Industry Federation and the associations of cotton spinning, industrial spinning and home textiles, improve the industrial chain of textile and garment development, break through the "bottleneck" of industrial development, and attract the excellent and strong textile and garment enterprises with complete industrial chains to build factories. Through the introduction of capital, technology and projects to promote productivity cooperation and technology upgrading, the spinning capacity can be integrated and reorganized in enterprises below 50 thousand spindles, so as to improve efficiency and revitalize assets.
Two, we should push ahead with the production of key projects. Relying on state and county leaders' package alliance and "one enterprise and one strategy", we should intensify the coordination efforts of key projects in the aspects of integration, reorganization, financing, employment and so on, and strive to solve the difficulties and problems in project promotion, help enterprises to put into production as soon as possible and form a new economic growth point.
Three, actively seek financial support from the autonomous region. Actively docking with the autonomous region's work hall to increase the intensity of running. We will give financial support to the autonomous region in terms of freight subsidy, pre job training, loan discount policy and so on. We will increase support for the textile and garment industry credit fund to promote the high quality development of our textile and garment industry.
