The Cotton Subsidy Policy In The Mainland Is Clear That The Quota Of 9 Provinces Is 2000 Yuan / Ton.
The China Cotton Association said on Wednesday that in the afternoon of November 4th, the relevant departments held a joint inter ministerial meeting on the pilot reform of cotton target prices. The director of the Ministry of finance of the Ministry of construction of the Ministry of Finance explained the relevant matters related to the central government's subsidy to the main cotton producing areas in the mainland. The 9 provinces in the mainland clearly agreed that the quota subsidy for cotton in 2014 would be 2000 yuan / ton.
The mainland subsidy coverage covers 9 provinces, namely Shandong, Hubei, Hunan, Hebei, Jiangsu, Anhui, Henan, Jiangxi and Gansu. The subsidy standard in 2014 is 2000 yuan / ton, and the subsidy standard in the following year is based on 60% of the subsidy for Xinjiang, and the upper limit is not more than 2000 yuan / ton.

The financial subsidy to the main cotton producing province is based on the cotton output determined by the National Bureau of statistics, and the relevant subsidy modes will be decided by the provinces independently. The subsidy can be chosen according to the area or by output. The subsidy funds require special account management, closed operation and earmarked appropriation, and shall not be reserved, occupied or diverted, so as to ensure that the subsidy is put into the hands of cotton growers.

The finance will allocate subsidy funds to the province according to the output determined by the National Bureau of statistics for the nine provinces concerned. The subsidy will be issued within one month after the National Bureau of statistics determines the relevant provincial statistical data.
In addition, the meeting called for major cotton producing provinces to formulate specific implementation plans as soon as possible, do a good job of basic information statistics and monitoring, organize cotton acquisitions, take effective measures to prevent "turning cotton", and increase publicity efforts so that cotton farmers can all know the subsidy policy.
China Cotton Association said that the mainland subsidy policy has been clear, cotton farmers can be assured of cotton sales, but we must give cotton to qualified cotton acquisition processing enterprises, and keep good.
