Recently, China Spin A press conference on industrial transfer and social responsibility was held in Beijing. China textile industry Sun Ruizhe, vice chairman of the Federation, said at the meeting that "the transfer of industries to less developed areas can give full play to the advantages of the eastern, central and western regions, not only help to optimize the layout of production, and promote a reasonable division of labor system, but also speed up the transformation of the mode of economic development and improve the livelihood of the people in Western China and the social development. The vast majority of textile and garment enterprises transfer to the central and western regions, on the one hand, they can open up new development space for China's textile and garment industry; on the other hand, they should also be a good opportunity for enterprises to remould themselves and seek orientation transformation and value upgrading. Sun Ruizhe stressed: "orderly and healthy industrial transfer means that enterprises must pay full attention to the responsibilities of employees, local communities and the environment while avoiding the shift of responsibilities before and after the transfer of responsibilities."


It is understood that the research and operation jointly organized by the China Textile Industry Federation and the Swedish Embassy in China, after six months, spanning 12 provinces and autonomous regions, carried out field research on nearly 50 enterprises. Liang Xiaohui, chief researcher of the China Federation of textile industry's social responsibility office, released the regional transfer of China's manufacturing industry and its impact on Social Responsibility: textile industry As an example, the survey report pointed out that although most local policies explicitly require industrial transfer to consider energy conservation and emission reduction and environmental protection, local governments in some economically backward areas still tend to make "food and clothing" prior to "environmental protection". Other core elements of corporate social responsibility, including employee rights, fair competition and community participation, are rarely mentioned at these local levels. This reflects that the current policy guidance attaches more importance to the relationship between the government and the transfer enterprises, and ignores the impact of the enterprises on other stakeholders. This is also an enterprise's tendency to make short-term use or avoidance of government policies in the process of industrial transfer, while ignoring the participation and communication mechanism in the long run to build social responsibility related to the various parties concerned.


Liang Xiaohui, the chief researcher of the China Federation of textile industry's social responsibility office, pointed out that one of the reasons for the industrial transfer is the labor cost pressure in the coastal areas. However, the survey found that transferring to the central and western regions does not necessarily reduce labor costs. There are three main reasons:


First, the lack of professional and technical personnel is a common problem faced by enterprises before and after transfer.


Second, the wage gap between the central and western regions and the eastern region is not large and is shrinking.


Third, employees in all regions have strong growth expectations for wages. This shows that the transfer enterprises must change their development concepts and opportunism in the transfer, fully aware that even in the Midwest, the industrial development mode with resources, labor force and ecological environment as competitive advantages will be difficult to continue.
