In 2008, the standard of social responsibility (SA8000) will bring more and more pressure to export enterprises, and will become another major trade barrier after the "technology, dumping, green" barriers that affect China's export. As far as the current situation is concerned, the negative impact of SA8000 on China's export is just at the beginning. If we do not take measures to deal with it in time, the prospect will be worrying. It is reported that the German Importers' Association has formulated a "code of social conduct", which stipulates that German Importers should be authorized by SA8000 association to review the social behavior of their suppliers. France, the Netherlands and other countries will follow suit. The United States, Italy and other countries are considering whether China's textile and garment, toys, shoes manufacturers have passed SA8000 certification as the basis for their selection of suppliers. Chen Yi, member of the CPPCC Committee of Quanzhou Province, suggested that the content of SA8000 and its impact on the province's foreign trade and export should be vigorously publicized through various media, so that governments at all levels and enterprise managers can fully understand and attach importance to it. The government should organize training on SA8000 for civil servants and enterprise managers of relevant functional departments to master its operation rules. It is necessary to make SA8000 a part of the government's work. The competent government departments (including foreign trade and economic cooperation, labor and social security, trade unions, legal system, health and epidemic prevention, etc.) should take the lead and actively cooperate with trade associations and chambers of Commerce to help export enterprises carry out SA8000 audit and certification in stages and batches. It is necessary to investigate, analyze and evaluate the impact of SA8000 on the export of our province, formulate corresponding countermeasures, track and investigate the trend of SA8000 in the world, provide relevant information consulting services for enterprises, and enhance the ability of enterprises to deal with SA8000.
