Hu Tao suggested that the state should enhance the strategic position of Vocational and technical education in the development of national economy, formulate scientific and rational development strategic plans and objectives, improve the development environment of Vocational and technical education, and substantially increase the proportion of Vocational and technical education funds in the whole educational investment.

At the same time, we should actively promote the development of Vocational and technical education to free education and give priority to it in the poverty-stricken areas of the central and western regions.
