It fully reflects all income and ownership of a department.

The characteristics of departmental budgets are to change the traditional practice of financial funds' centralized management according to their nature, and implement the unified management of budgetary and internal funds, so as to co-ordinate their use.

The establishment of departmental budget can enhance the pparency of departmental revenue and expenditure project arrangements, and facilitate the supervision and examination of government budgets by relevant functional departments and the public.

Since 2000, China has gradually implemented departments.

In 2005, the budget draft of our province was compiled according to the department budget mode, and the department budget submitted to the provincial people's Congress was expanded to 20 departments, namely, the provincial agriculture department, the provincial science and Technology Department, and the Provincial Public Security Bureau.
