Yunnan Stipulates That More Than 50% Compensation Is Paid For Arrears Of Wages For Migrant Workers.

The measures for the protection of the rights and interests of migrant workers in Yunnan have been promulgated recently, which stipulates that the employers who pay the wages of migrant workers beyond the prescribed time limit shall pay additional compensation to the peasant workers in accordance with the standard of 50% or less of the amount payable in 100%.

Among them, in order to prevent the bottom contractor from paying wages, the general contractor enterprises need to reserve 3% of the project budget before the project starts as the wage margin.



According to Zhang Yuxiang, deputy director of the Department of labor and social security of Yunnan Province, the "measures" which will be implemented from June 1st stipulate that the people's governments at all levels should establish a coordinating organ for migrant workers' work, and the cost will be included in the budget.

At the same time, the responsibilities of the relevant government departments should be clearly stipulated and administrative accountability should be given to the relevant departments that do not conscientiously perform the duties of protecting the rights and interests of migrant workers.



The unit's arrears or deductions of wages for migrant workers are ordered by the labor and social security administrative departments to pay for the time limit. At the same time, several ways of handling the arrears of wages for migrant workers are put forward. First, the bad behavior of arrears of wages of migrant workers is recorded in the labor security credit archives, and the competent departments are notified to expose them in the news media. Secondly, the bad behavior of arrears of wages of migrant workers by the people's Bank is recorded in the enterprise credit reporting system. Third, the employing units in arrears of wages for migrant workers can not be rated as civilized and advanced units within 3 years, and no honorary titles can be awarded. Fourth, the construction enterprises are in arrears with the wages of migrant workers, resulting in bad effects or arrears for 3 consecutive years. Emphasis is placed on employing people in the measures.



It is understood that as of the end of last year, the total number of migrant workers in Yunnan was around 6 million, mainly distributed in construction, mining, manufacturing, pportation and other industries, and became an important force in Yunnan's economic construction.
